I think your situational is knowledge based -- he knows what the hero doesn't.

But in a novel, you would have to emphasize -- say -- that he is not only fighting the sneaky little terrorist, but the media who tout the terrorist as the underdoga, and anti-patroitic politicians who hate their own country first, etc. etc.

Because some things you just can't write a novel about.
