the geopolitics of magic

After a time, the evil necromancers face an invasion by an army. Our hero gets to escape during it.

So there has to be some time -- absolute necessity for plot reasons and to motivate our hero -- and I ponder why the delay. The hero doesn't know at first, but other point of view characters do, and the hero will learn it in time.

Two possibilities spring to mind. Both start with the notion that the necromancers are in a different kingdom than the army, but that's necessary to, well, weaken our hero's argument. So starting with that position --

The first is that the necromancers infringe on the second kingdom after a time. As it happens, this is what happens in the source that I am ripping off, however thoroughly I engrave on the serial numbers.

The second, it occurs to me, is that the king inherits the other kingdom at that time. The other sovereign dies. Which raises the vital question of whether the necromancers caused it. The other one could have just died. (Though I think will have been sickly first if so.) And if the necromancers did it, there's the question of whether they intended to. . . hmmm.
