As in, it opens with the final stages of investigation for last volumes assassination attempt, and so will be unintelligible without reading volume 12.
Also, the revelation of last volume gets a lot of discussion in very oblique language. Though MaoMao does at one point explicitly think about what it was, there's also a lot of talk of frogs.
