Was thinking a world was a little too Golden-Ageish and pretty.
Promptly the muse gave me a customs official who gave the heroine a passport with a written description of her -- including her clothes. She has to apply for another one whenever she changes.
Also a spiteful soul who accuses her, and all the wizards of her city, of giving cover to diabolists, because they have magical animal companions; this allows diabolists cover for their familiars.
Still going to be a Golden Age, because that's our heroine's big problem. No one's willing to help her because the problem will come to fruition too far off.

Well, think: If you had to reapply at a bureaucracy every time you changed your clothes, what price your wardrobe? Or to put it another way, if your closet was stocked with the worst of 1970s fashion, i e totally unwearable in practice, would you keep it anyway? I'd bet not.

Ah so desu. Well, it's still a workable solution, especially if it's temporary. 1984-style overalls. Scrubs. What the heck.
