Was thinking a world was a little too Golden-Ageish and pretty.
Promptly the muse gave me a customs official who gave the heroine a passport with a written description of her -- including her clothes. She has to apply for another one whenever she changes.
Also a spiteful soul who accuses her, and all the wizards of her city, of giving cover to diabolists, because they have magical animal companions; this allows diabolists cover for their familiars.
Still going to be a Golden Age, because that's our heroine's big problem. No one's willing to help her because the problem will come to fruition too far off.

Or to put it another way, if your closet was stocked with the worst of 1970s fashion, i e totally unwearable in practice, would you keep it anyway? I'd bet not.
