decisions, decisions, definition

There's a fight coming up.
On one side, the hero. On the other side, a one-shot villainess whose plot device role is nevertheless important. She's going to be the occasion of much change to him, since he must rescue her prisoners, which means she has to have the prisoners, and because these characters are important later, she's going to have to get them in different ways so they have backstories.
This means, of course, that I have to define their powers for the fight.
It occurs to me that she might have some magical objects to aid, giving her powers she would not normally have, but those need definition too.
And then the fight still needs to go on.
