People are always keen to demand new legislation, as if the act of making a law in itself will force compliance on an unruly universe...
I don't think a coronation oath would help at all: I don't think people expect those to be literally observed. You'd need to show the reader an example or so of how it can't happen and what dreadful fate will befall the king (or nation?) that tried it on.
