So just because the superheroine does not know much about her powers or how dangerous they can be or whether she can actually control them -- is no reason to not throw her into a fight where she needs them!

On the contrary.

Except of course that means I need to nail down a lot of things that were vague before. Battles may need maps, even. And the range of her abilities is going to be crucial, and has to work with the rule "not far enough to make her an unstoppable supersoldier as soon as she's got a grip on what she can do."

And should I push the young superpowered character off stage as a child soldier?

Ah, well, first things first. Should the base have an alarm that she can hit?
