In between lie several years.
Furthermore, the villain is around those years. The heroine won't recognize him, thus simplifying the question, but he has to do something.
Fortunately, the final attack could use quite a bit of set-up. But he can't just set up in the abstract. . . especially since he's a POV character. . . .
