The smugglers appeal to the new queen to have the tariffs lowered with the promise they would become honest merchants after. This gives her something to do as she grows up and is a hint about the work she faces because the last king really was dreadful.
BUT -- they are going to smuggle themselves into other places in the novel. Starting with another scene at the time. Future, undetermined scenes where they are her allies.
It doesn't help that I have a few years to fill up with that, and with her realizing that women are wooing her widowed father to get power by the connection, and with a boy being taken as having an inordinate connection to her, given his birth, and whether people will use him to try to get to her, and how much she will see and like of him. (That last part becomes immensely important later, but needs to be set up now.)
Plus some filigree because five years does not pass without some things happening.
