Ah, the effects of mages in power.
It would affect royalty, as without magic, the king can throw the crown prince, or any of children, in a tower at whim, and the only way the children can fight back is to garner social support, particularly among the guards.
But it would affect conspiracies too. A conspiracy might have its subordinate mages, as a comic book conspiracy would have engineers and scientists working for it. But it's unlikely that the top mages would be subordinates if magic is learned by those in power.
So if you had something like people trying to pick out the Nazi scientists, it would be rather different, because they would be in positions of power. Except for a few eccentrics.
Might be some innocents among them who didn't do evil magic, but for an evil organization, that would be few.
