of kings and control

There is a team of knights in the land. Magical knights.
They are doing a lot of things that the king might not approve of. Which leads to pondering questions of kingship and control. Because while I think the king is a knight, he's only one. Perhaps not too powerful? The knights can call the shots. Or just keep silent. . . which means they are taking upon themselves to be the law and the arbitrators of justice, without appeal from them, merely because they are powerful.
I think the leader will tell the king they are up to something and fear the safety of innocents if they are too open with it. He is, after all, opposed to justice being done if the heavens fall.
(Meanwhile I need a plot device for the team to be told that another character is not so evil as he was before. They don't believe it, but they need to be told. How -- specific. Thus far I've thought of a lunatic and an owl.)
