There are two characters who are overly zealous for the rules.
They enliven a few plot points, but then their boss wants to transfer them away because their lack of leniency may have dangerous results. (For the innocent. The boss can argue this with the king.)
But I'm trying to work out the reason. Excessive force requires a character whom they should have known would not take such violence; endangerment of bystanders does not actually seem in character.
Perhaps they will go haring after a false alarm and leave them short-handed, thus letting their boss tell the king that the region is known for mysterious happenings and possibly dangerous. Hmmm. I can even use their short-handedness.
