villain(s) of the piece

Was moving around pieces of a story like a toddler moving around building blocks, and thinking of this character as the potential villainess, living in the woods and working magic, except that she did not really seem like the villainess in doing certain acts. . . .
So naturally she starts to talk with the villainess. A talk mostly consisting of sniping, actually. A few minutes later she declares she's going to send the heroes to the villainess's lair out of spite and desire to get rid of her.
Thus establishing how two captives are freed. Hurrah. But raising the question of whether either woman will return to complicate the plot further as villainesses. Or will there be another?
The king is making noises about being a tyrant. Or at least letting his men tyrannize the two captives because they are useful while it doesn't come to his attention.
