There is one substantial problem with an endless series, even when you deal with the character development part by off-loading it onto secondary characters who come and go.

Does time stand still?

This is, of course, fictionally possible. Fans may point out that your detective had to solve a crime every three days (even though several mysteries spanned weeks) or your superhero had to fight a villain every two hours (even when it clearly took days) to fit into the alleged time period. Most suspend disbelief.

In others, your static (unaging) character can live through decades, especially if the only effects are pop culture references and technology. It works best with either superficial references, the time itself being kinda outside time, or else in an alternate history.  Shifting references to presidents or kings or wars is harder to pull off.  But, of course, if you age the character, development will occur.

Unless, of course, the character is immortal.  Hmm.  Another way in which Doctor Who hit on the best possible formula to go on forever.
