A meander is a shape

Set some characters loose in a location where there are some problems, stemming from the same main problem -- which is fixed at the beginning, they are cleaning up the aftermath.
They will slowly see a big problem, but at first it's as random as a sword and sorcery series of short stories, with a fair chunk of bildungsroman to it, which is good because a bildungsroman can tolerate a much looser and more meandering shape than a quest.
However, it's still a shape. Even in the beginning, I find myself wrestling with the notion of which of these stories would happen first -- even though they are obviously the preliminary tales, that start them off dealing with the problem.
