No, he didn't give himself it.
He was a vigilante hero who struck to save the day now and again, and vanished again. Well, the papers had to call him something, so they dubbed him "The Ghost."

Would even explain, after the first few superheroes, why a superhero would choose his name. Anything rather than be subject to the whims of some melodramatic or cynical reporter.
