Stories take place.  You need a place to put 'em.

The annoying thing about this story is that while I know what sort of building it's in -- a heavy duty magical set up -- I don't know where it is.

Merrily outlining along and it did cheerfully reveal that it's in th middle of a town despite the deliberate situating of it, originally, in the middle of nowhere.  Things happens, stuff grew up, it was easier than shipping everything (note to self:  limit transportation magic) -- but then I have the heroine look out her window.

On the sea shore?  And then I start to ponder.  The only thing I know for sure is that it has roses, and lots of them.  Sea shore would be possible, presuming it's not a good location for a port.

Tree-less waste would be good, too.  Or high in the mountains.  Or perhaps I just go by my first impulse and put it by the seashore.  Or by the logical one and have her see town.  It would probably grow up evenly and with the restrictions on travel magic, she can't look out from " Charm'd magic casements, opening on the foam. Of perilous seas, in faery lands forlorn." -- if she sees a sea, even a perilous one, it's right there.

But you never know.  At the moment it seems moot.  But it may matter in the future.  The marvels of outlining.
