The hero's heroic decision to defend innocents and let others take down the villainess is easily justified -- now -- by having another hero's powers be limited. O frabjous day. . . .
Except that some heroes need more reason to believe she's the villainess. And it would best happen between two incidents. Except that in the outline, I had no significant events happen between them.

I will also put in an incident after those two. The idiot heroes will demonstrate that they need to learn more prudence and judgment in a situation where their prudence and judgment aren't so essential to others.
Then maybe back to the climax.
