marycatelliOne thing that a world's history really matters in is how much time they have had to analyze superpowers.
Even in the basic sense of categorizing them as types and by strength.
If there have been supers for a really long time, and a power is continuous with "normal" human abilities -- so that there are people who are a little stronger than the world-record-holders in our world, up to Superman levels -- they may not even been deemed super. Superpowers might be limited to things that most humans can't do on any scale: shoot fire from their hands, or -- hmm -- cause plants to grow is an advanced green thumb, superspeed is running face -- or walk through walls, that's not on a continuum.
But whatever they regard as super, they will be able to educate, train, and provide job counseling for. Especially since the laws and stuff will already adapt.
