If the powers are (more or less) personality based, then evil powers will stem from evil people.
Which most people wisely avoid. Even renegade wizards want knights who can work with and preferably obey them.
But if a villain thinks he can channel certain nasty personalities into usefulness -- and he does -- well, what sort of powers would they have?
It does make the scene where characters get caught in a foggy swamp where the mud (or possibly quicksand) is a serious trap a lot easier, since they are up against him and his cohorts.
