At least the five villains entered.

Not the ones who refuse to villainize.  This is the other isekai tale, where  I thought there were five points where the villain acted.  

There are four subvillains, and the important thing was nailing down what they looked like.  

Not that the connecting parts are so clear.

There has to be some number of villains, and the heroine has to know it within an order of magnitude or so.

She doesn't fight them, not directly, so much as regard them as a dreadful background she is trying to help others against.  But their antics are, indeed, dreadful for those caught in them.

So I have to figure out what they are doing even if she doesn't bother.

Ah, inspiration. I have the villains of the piece. Poisonous people, literally. Using a world as their chessboard, and abducting people from other worlds to push about it as their chesspieces, having murdered a lot of people to clear the way, and slandered the survivors.

Now, oh villains of the piece, come out on stage. Show our heroine what you can do. Give her a reason to run away from the people you are deceiving. Make her think on how she has to help protect some innocents. I know that she rejects you all in the end, but give her a reason before you tell her that you have to use this world to protect your own.

 What to do to escalate a story after the duke's soldiers have tried to kidnap the heroine?

Why, have the duke himself follow them!  And escalate the search, of course.  Personally committing himself does not, really, in this case mean he's given up on weaseling out of responsibility, that door was sealed when his men came for her.  But he is going to try to escalate the search.  Blame them for not trying hard enough.

Thus the final clash is sharpened.

The story is feeling a little weak.

I have ripped off a skeleton with pinch points, and realized that the villains have to act at some point so as to precipitate our heroine's decision to act boldly despite the danger she will bring upon herself.

Since I have already had them burn a man out of house and home, it's going to probably have to be at least beatings and possibly murder.  Not more than I have seen in some other children's books, to be sure. . . .

It occurred to me: a magical knight can, if of strong enough character, influence how his powers manifest. A sufficiently hot-tempered and impulsive candidate may manifest fire powers even if the wizard tried to make him a water wizard.

On reflection, it would help if the villain of the piece offered a reason for his war.

On deeper reflection, I suspect he's of the mind of the First Emperor, who called for endless war to consume resources so that the subjects would not go after luxuries like poetry, filial piety, and food, but in his period, he's going to have to at least feign a reason beyond that.  If only for his claims to care deeply for the people.
